In the first part of this guide, we introduced the organization of the municipal administration and presented the first five sectors of the Municipality of Tetovo. They cover important areas such as coordination of the activities of the mayor, legal affairs, financial operations, administrative support and urban planning.
However, the municipal administration also covers other sectors that have a direct impact on the daily lives of citizens. From street maintenance and environmental protection, to education, culture, local economic development, information technology and civil protection, each of these sectors has a significant role in the functioning of the municipality and the provision of quality public services.
In this second part, we will present the remaining sectors of the municipal administration, as well as the independent organizational units that support the work of the Municipality of Tetovo.

Sector for Communal Activities and Environmental and Nature Protection
This sector is one of the most visible to citizens, because the results of its work are noticeable every day in the environment in which we live. It is responsible for communal infrastructure, environmental protection, the organization of communal services and the improvement of living conditions in the city.
Three departments operate within its structure.
- The Department of Communal Activities is responsible for coordinating communal services related to the maintenance of local streets, sidewalks, public lighting, public green spaces, markets, cemeteries and other communal infrastructure. It also closely cooperates with public enterprises to provide quality services to citizens.
- The Department of Environmental and Nature Protection prepares and implements local policies for environmental protection. It monitors the pollution situation, develops environmental programs and plans, proposes measures to reduce pollution and cooperates with the competent institutions for nature protection.
- The Energy Efficiency Department works to improve energy efficiency in municipal buildings, prepares projects for the use of renewable energy sources and contributes to reducing energy consumption and costs of the municipality.
Through the work of this department, a large number of projects are implemented that directly contribute to improving the environment and the quality of life of citizens.
Inspection Supervision Sector – Municipal Inspectorate
The laws and decisions of the municipality would not have a real effect if there was no institution that controls their implementation. This is precisely the role of the Inspection Supervision Sector – Municipal Inspectorate.
This sector controls whether citizens, legal entities and institutions comply with the laws and municipal regulations in the areas under the jurisdiction of the local self-government.
Three departments operate within its structure.
- The Communal Inspectorate Department monitors compliance with communal order, the use of public areas, public cleanliness and other local regulations relating to the functioning of the city.
- The Construction Inspectorate Department supervises whether facilities are built in accordance with the issued building permits and urban planning documentation. In the case of illegal construction or other violations, it takes measures in accordance with legal authorizations.
- The Municipal Education Inspectorate Department supervises the operation of primary and secondary schools under the jurisdiction of the municipality and monitors the implementation of laws in the field of education.
It is important to emphasize that this sector is not the same as state inspectorates. For example, the State Market Inspectorate, the State Labor Inspectorate, or the State Sanitary and Health Inspectorate are not part of the Municipality of Tetovo, but are state institutions with their own legal responsibilities.
Public Affairs Sector
This sector is responsible for areas that directly affect the social and cultural development of the local community.
Three departments operate within its structure.
- The Department of Education coordinates cooperation with primary and secondary schools, monitors their operation and participates in planning investments in educational infrastructure.
- The Department of Culture, Sports and Recreation supports cultural, sports and recreational activities, cooperates with cultural institutions and sports clubs and contributes to the development of cultural life in Tetovo.
- The Department of Social Protection, Health, Youth Activities and Cooperation with Non-Governmental Organizations coordinates local social programs, youth policies, activities in the field of health and cooperation with civil society organizations.
This sector has a significant impact on the quality of life in the local community and creates opportunities for the development of youth, culture and sports.
Sector for local economic development, investment promotion, tourism and agriculture promotion
Local economic development does not depend only on the private sector. The municipality also has an important role in creating conditions for investments, economic growth and attracting external financial resources.
This sector is composed of four departments.
- The Department for Local Economic Development prepares strategies and programs for the economic development of the municipality and cooperates with the economy and public institutions.
- The Department for Investment Promotion and Business Support promotes the investment potential of the Municipality of Tetovo and works to create a favorable business climate for domestic and foreign investors.
- The Department for Tourism and Cross-Border Cooperation works to promote the tourism potential of Tetovo, prepares and implements cross-border projects and participates in regional and European initiatives.
- The Department for Agriculture and Rural Development cooperates with farmers, supports rural development programs and works on the preparation of projects for the development of agriculture.
A large part of the projects financed by the European Union and international donors are prepared and coordinated precisely through this sector.
Information Technology Sector
Digitalization has become an indispensable part of modern public administration.
The Information Technology Sector takes care of the functioning of information systems, the computer network, data security and the development of electronic services.
Two departments operate within it.
- The Department for Development and Maintenance of Information Systems manages the computer equipment, servers, databases and information systems used by the municipal administration.
- The Department for Development of the Information Society works on the digitalization of administrative processes, the introduction of new electronic services and the improvement of transparency through modern IT solutions.
Thanks to this sector, many administrative procedures can now be carried out faster and more efficiently.
Protection and Rescue Sector
Citizen safety is one of the most important responsibilities of local self-government.
The Protection and Rescue Sector plans and coordinates activities in cases of natural disasters, fires, floods, earthquakes and other emergencies.
The Territorial Firefighting Unit also operates within its structure, which intervenes in fires, traffic accidents and other emergency situations requiring a quick response. In addition to extinguishing fires, members of the unit also participate in rescuing citizens in natural disasters and other accidents.
This sector closely cooperates with the Crisis Management Center, the Protection and Rescue Directorate, the Ministry of Internal Affairs, healthcare institutions and other institutions responsible for public safety.
Independent organizational units
In addition to the sectors, independent organizational units that have an advisory, control and coordination role also function in the organization of the Municipality of Tetovo.
- The Internal Audit Department controls the legal, economical and efficient use of public funds, identifies risks and proposes measures to improve the operation of the administration.
- The Strategic Planning Department coordinates the development strategies, long-term programs and other strategic documents of the municipality.
- The Human Resources Management Department implements the procedures for employment, professional development, training and assessment of administrative officials.
- The Joint Water and Flood Risk Management Unit cooperates with partner municipalities in the preparation and implementation of activities related to water management and flood risk reduction.
The municipal administration of the Municipality of Tetovo is a complex system consisting of specialized sectors and organizational units, each of which has its own clearly defined competencies and responsibilities. Although their work often remains behind the scenes, the results of their work are seen every day through public services, the development of the city and the improvement of the quality of life of citizens.
Knowing how these sectors function is not just administrative information. It helps citizens better understand the competencies of the municipality, know which sector to turn to for a particular issue and participate more actively in local decision-making processes. Transparent, professional and well-organized administration is one of the foundations of modern, efficient and accountable local self-government.
